We have a SUN 3/110 running SunOs 4.0.3.  I need help in fixing up two
problems with the machine:

1) If I try to telnet or ftp to a machine outside the University subnet,
   it fails with a message: "unreachable address"

2) If I try to ftp to the machine, it fails when the user is other than
   the root.

Can somebody direct me on how to solve these two problems.  Thanks.
