What is the problem you're having here?  Is it specifically with the
Compaq motherboard VGA, or are you seeing it with any VGA.  If it's the
latter, you're doing something wrong.  If it's the former, you should
call Compaq and complain.  The only thing I can imagine is happening is
that the video ROM BIOS is at E000 instead of C000, and that's somehow
screwing things up.  If you got a real plug-in VGA then you wouldn't
have the problem. :)
