the agency I work for social security uses a program I think called
"forms manager" they have prepared some forms for all of us field
people to use but they didn't give us the creating part of the
program. just a thought.
there is some shareware out there doing the job and you could use a
database like q and a or d base but I think a job specific program
like a forms generator would be better.
