I've never had to ask, but from what I am told they will provide source code
as well, if you ask them.

However, even without that in mind, the BNews distribution is fairly well
populated throughout the world, so there is no reason why one would not be
able to download it via a UUCP or BBS connection.

I look upon that as laziness on people's parts, not difficulty.
