You'll need the 3.01 shell software to use Windows at all with
NetWare.  The latest rev is 3.01D, actually.  The 2.15 shells will NOT
work with Windows 3.0, at all.  The new shell software works with both
NW286 and 386.

Perhaps someone can point you to an ftp site that has these on-line. 
I've got a slightly old version on curly.viewlogic.com, in /pub, but
I'd recommend a newer one.
