Specifically, if slocal receives a piece of mail without any "To:" line, it just can't take it, and returns the mail to the sender, if you're lucky. I believe otherwise it just drops it in the bit bucket, although I haven't any proof of this. I haven't dug into the code - if slocal can't find a "To:" file, it should check for an "Apparently To:" field; failing to find either should result in filing the message in the users mailbox.
