I would like to obtain some references on meta level or 
reflective languages, preferably object based.

In particular, I am interested in knowing if there is a 
fairly widely accepted consensus of what constitutes
a Meta-Level or Reflective language. What the advantages
and disadvantages of such languages are ? And, most
importantly, if there is a well-defined theory (math)
that governs such languages ..
