It's with all the other GNU stuff in all the usual places.  Get
prep.ai.mit.edu:pub/gnu/smalltalk-1.1.tar.Z or
osu-cis!~/gnu/smalltalk/smalltalk-1.1.tar.Z-part-[aa-af].
You'll also probably want to subscribe to gnu.smalltalk.bug.
