Bear in mind that it is not legal to run Apple System Software on non-Apple machines; check out the license on Mac system software sometime. This could of course be challenged in court, but I think it is reasonable to assume that it will hold up unless and until it's sucessfully challenged. Now, this wouldn't mean that the FBI is going to break into your home and check out your computing habits. But it might mean that Apple could sucessfully stop any emulator makers which required the use of Apple system software.
