The GPV addresses this question itself. Each version carries a version number; authors may specify which version of the GPV they wish to have apply to their code. If no selection is made, then the terms of any version may be used in redistributing the code. Unfortunately, according to another posting, it looks like the GPV itself won't be modified, but rather a new license created.
