Has anyone had any luck with the wmgr_XXX() routines with XView?

I'm trying to bring up an application where
a popup window occludes the "main" window (I have to
get a app-login and app-password from the user before
they can continue).

I've tried using wmgr_top() and wmgr_bottom() with
the popup frame and base frame, respectively...
however, neither one has any effect.
