Giving special incentives to the blacks has not enhance their opportunity or their self esteem. A friend operates a charter boat business out of Ocean City, Maryland. He employees 9 young men who are mentally slow as fish cleaners and hook baiters. These men are paid above the minimun wage and earn as much in tips as their salary by doing an excellant job and pleasing their customers. Other boat Captains are now hiring similar workers. Wendy's has just been named Delaware employer of the year for hiring and training a similar work force. Bottom line is that employers will hire workers who can preform the task assigned and they will hire the disabled when they learn they are productive workers. Appropriate support to the disabled worker is needed, but must be kept within reason. A handicapped worker needing attendent care should have that care, but should share in the expense. I trade room and board for my attendent care. There are many nurses, aides, and individuals who will jump at the chance. For the past 19 months I have had a wonderful couple who have been saving money to buy a house while helping me. Next month I will have a new attendent who is a full-time graduate student.
