It is available to resellers, and the price I have heard quoted is astronomical. Urban Applied Science in Newark, NJ (uunet!urban!support) sells a package called "Leverage", which is a DWB/JetRoff publishing system, and they offer a Russian version with Bitstream fonts in *.pk format bitmaps.
