You could add a my_hdr:
my_hdr Cc: user

Yes -- it locks the record file and will also lock the spool file
if it has to.  You will not lose new mail..

I assume you mean that you want the reply button to do replyall
without having to bring up the menu... there's no way to do that.
But, you can bind a function key:

fkey F4 replyall
