emTeX v13.08.90 has an implimention of TeX 3.0 with the LaTeX macro
package.  (It also has a lot of other things...)  My limited use of it
hasn't uncovered any problems or bugs.

emTeX is available from msdos.archive.umich.edu, in the directory
/msdos/text-mgmt/TeX/emtex.
