It was in memo format and comments email addr was listed as 'chi@osf.org'. That is as close as you may come to a non proprietary implementation of what you are looking for. I don't even know if the group still exists, but the draft had some interesting possibilities for certain applications and services over an IP backbone. Good Luck George Williams
