How things are finally printed on paper depends on the dvi-driver and the printer you are using. Certainly TeX doesn't care what the size of the paper is, whether it's 8.5 x 11 in (portrait), or 11 x 8.5 in (landscape), 21 x (21\sqrt{2}) cm, (21\sqrt{2}) x 21 cm, or whatever.
