It is clear that Eliot is not moderating, but is manipulating the newsgroup creation process to suit his own beliefs. John F. Haugh is attempting to do exactly the same thing. Many other people have also done exactly that over the years (something sound scientifically fishy here?) While the guidelines are only guidelines, this will go on indefinitely, and, probably, perfectly legitimately. I believe one of two things has to happen to clean up this mess. Either the guidelines must be converted as soon as possible into RULES, or preferably, the moderator of news.announce.newgroups must publish definitively the way that he will interpret the guidlines, and he must stick to that interpretation consistently, treating them as rules.
