There have been many updates in a very short time with this WinComm. I
just tried the very latest (that I know) that is wincomm4.  I have had
the same troubles with all of these versions. I keep seeing 'Modem not
responding'.  I have tried  various modem init  strings but always the
same. My modem is  2400 MNP5 (LongShine). I  have had no troubles with
other telecomm packages (and I have tried many, Telix, Telemate (which
is what I like the most), Kermit,  and  just  before Qmodem SST. There
are  others as well but these  are a few.).  So I think  there is some
point missing in the initializing of the modem.

I really like to get this working because it looks promising.
