I don't know how it relates to what modern Russian uses, but in k14
there is a set that looks to my eyes like a complete Cyrillic set (mind
you, I haven't touched Russian in fifteen years).  The capital letters
are 0x2721 through 0x2741 and the small are 0x2751 through 2771.  I
*think* both sets are in alphabetical order, but my memory is hazy
enough that I'm not at all sure.
