	Some bozo at Futures.COM sent out some 450 create groups.
Most of them were harmless, but 68 of them changed groups at my site
to unmoderated and 29 recreated bogus groups I had removed.

	I cleaned this up here, but I guess it's time for me to some
allowing automatic group creation and moteration changes.

	Would someone send me a version of $NEWSBIN/ctl/newgroup that
does the right thing?
