The specs I have on the Mits C6921 say that it's for 28-35 kHz horizontal and 40-70 Hz vertical, so it *should* work at the VGA timing (although it may need some centering, etc. tweaks). If the horizontal is locked in, then I'd look for a control on the inside labelled "V FREQ" or something similar. Also, check for a switch or jumper which might be used to configure the monitor for "sync-on-green," which you're undoubtedly not supplying. The "VMI" probably stands for "Vermont Microsystems," a small company which manufactures PC-compatible graphics cards (not just VGA timing, though). Bob Myers KC0EW HP Graphics Tech.
