Could someone point me towards a reference work for marine law
that would answer questions such as the following (pertains to
a writing project of mine):

How does the scope of authority of the captain of a naval vessel
change around the time the vessel is being commissioned?  Yes, this
is a very open-ended question; I'm interested in exploring the
boundary conditions governing the authority of the ship's captain
around the beginning of its existence.
