I suspect you ran into the limit imposed by the system on the number of simultaneous anonymous logins, or maybe a net problem. If you try to connect when too many other anonymous users are present there is an explicit error message to that effect. If you get timeouts or 'no response' messages then you've probably got net trouble. I was able to get into the SIMTEL20 system by anonymous login an hour or so ago, which is later than your posting.
