I've seen this question asked several times and I've sought an answer
myself.

Well today I found at ics.uci.edu in the gnu directory
nih_patches.tar.Z. The catch? They're for NIHCL 2.04 (that's what the
doc says), not 3.0, and they are not 100% successful.  If anybody finds
or makes (nudge, nudge) some patches for 3.0 that work, please let us
all know.
