I do not recommend submitting comments, but proposals are always welcome.  If
you are unable to confirm that it is still applicable to the current BASIS
document, then I suggest that you might try to contact a TC member (contact
information is in the beginning of each BASIS document).  If that is also not
possible, then submit the proposal anyway and let the TC sort it out.
