As far as I know it is fully commercial.  But it is the package that
your are looking for it.  I should know since I have purchased it,
tried it, and it works ok.

Simtel20 does not store commercial programs and neither do we at
uwasa.fi.  Only PD and shareware.  
   I've looked at the Turbo C file you are talking about, but I
don't think it'll help, since it relies on properties not available
in Turbo Pascal (but it is advisable to check, since I may always be
mistaken).
