Does anyone have any software which would take data such as:

Record Number   Related Number  Data
0                               Root
1               0               Level 1 a
2               0               Level 1 b
3               0               Level 1 c
4               1               Level 2 a
5               3               Level 2 b
6               5               Level 3 a
7               8               Level 2 c
8               0               Level 1 d


and sort the data so that it would look like:


0       Root
        1       Level 1 a
                4       Level 2 a
        2       Level 1 b
        3       Level 1 c
                5       Level 2 b
                        6       Level 3 a
        8       Level 1 d
                7       Level 2 c

???
