It is a bug, and only affected the first couple of hundred copies
shipped.  Call up Koei, and they will send you a new second disk
for free, right then and there. Regardless whether you are registered
or not.  As for the menus, it would be silly to use pull down menus,
each turn you make around 50 choices, can you imagine doing 50 menu 
operations each turn?? The graphics are largely the same.  But the graphics
on both are digitized touched up pictures and maps.  Not much to change
there.   These games aren't about graphics though they are about
strategy, and they are easily some of the best strategy games I've ever
played.  I franky wouldn't mind if they were text based as long as they
had thos huge databases of information and allowed the same moves.  Its
all in what your looking for.  For better graphics try breach 2 or something
similar, but in terms of game-play koei blows them all away.
