Since OSF/Motif is a licensed piece of software and OSF is licensing it on a
per machine basis, I don't think you'll find it available anywhere via FTP for
free.

DEC is, however, in the middle of field testing Motif.  Projections last winter
had it generally available in the first quarter of 1991.
