It is not a version of screen blank, it instead is an independent program which watches the keyboard and mouse and locks the screen after a pre-defined wait period. You can run this program simultaneously with lockscreen if you want the functionality of both. I've included the program below and it's available via anonymous ftp on corona.ITD.MsState.EDU.
