Fig code can be translated into LaTeX picture environment, (E)EPIC, PostScript, or TeXtyl, in addition to PIC or PicTeX. I suggest you read the TransFig manual, which is available via anonymous FTP from svax.cs.cornell.edu in ~ftp/pub/fig/transfig-man.dvi, and is also included in the TransFig software distribution.
