This feature is provided for plain TeX in the file fnote.tex
available from ymir.claremont.edu in
[anonymous.tex.inputs.plain-contrib]fnote.tex

Also provided as well as insuring that footnotes have the correct
baselineskip (given by the plain TeX \normalbaselineskip) is a
\fnote macro which autonumbers footnotes.
