Motorola (and others) make various chips intended for use in IR remote controls which could probably be used over RF instead. You'd need to add a 4-bit controller or something like that to read the codes... Also, I've seen ads (in ECN, I think) for someone selling keychain transmitter systems like the ones used for car alarms.
