The F-4 was made to allow for Pave Spike. The Pave family look for laser
return not radar. Some members of the family have the laser designator
others do not. They will work with ground based lasers. They will work with 
lasers from other planes. They use a type of "laser IFF" to know who's laser
to beam in on. The system works with on board nav systems to help find the
targets.
