You might also try the MS-DOS port of GNU file utilities, which may be found in file futil14.zoo in any GNUdos archive. Ported GNU file utilities are: CAT, CHMOD, CMP, CP, CUT, DD, HEAD, LS/DIR/VDIR, MKDIR, MV, PASTE, RMDIR, TAC, TAIL, TOUCH and RM. These are (more than :-) full fledge implementations of their UNIX counterparts, as long as MS-DOS permits!
