Recently, one of our governor's aids was prosecuted for extortion for threatening to fire a state employer. A state senator has been accused of extortion for threatening (in his private capacity) to sue a late payer. The state attorney general is currently investigating. In other words, the legal system can be used to harrass damn near anyone for damn near anything. Threat of doing so can be prosecuted as extortion. If two people are involved in the threatening, it can be prosecuted as a criminal conspiracy (RICO, conspiracy in interstate commerce, etc, ad nauseum).
