(I apologize to the list for sounding like a broken record, but...)

Check RFC 1147.  It describes, and tells how to get, many free and
commercial products for managing TCP/IP internets.  In particular, it
tells how to get CMU's SNMP and MIT's SNMP via anonymous FTP.
