I think that the solution to this problem is for the readers of the magazines to pressure the magazines to not take ads from companies that screw their customers. Most of the magazines I read frequently will investigate complaints about their advertisers, and will refuse to take future advertisements from these companies if they get enough complaints. Send letters (or copies of letters) complaining about the way you were dealt with to the magazine that carried the ad you ordered from. Hint that you might be considering cancelling your subscription if they continue to carry ads from bad businesses. If enough people complain, the magazines are going to have to do something, and if they stop carrying ads from problem companies, then there will be fewer orders sent to those companies, and thus fewer problems.
