You can do that already if you have a VCR with Line out (most have it) and an inexpensive amiga genlock. All you have to do is not show the background color in composite mode assuming you have one of CBM's many rgb/composite combination monitors. I did this for a while until my boss said that since she couldn't work and watch TV at the same time I couldn't.
