A new UUCP would have to be backward compatible, but not a new UUCP protocol. It is reasonable to require both ends of a connection to speak the same protocol. Old UUCPs or UUCP clones would just negotiate the use of a different protocol. BTW: USENIX was looking at UUCP a few (6?) months ago.
