He was asking for the public's support of the USO. To make a donation, the viewer was asked to call a 900 number (Three or so dollars a call, I think). I suppose that it is the Commander-In-Chief's job to generate support for the armed services, but something just doesn't seem right about the President of the United States advertising a 900 number.
