To convert HPGL to some other format, I find Wordperfect very helpful.
Wordperfect will load in HPGL (as a graphics picture).  Simply set your
your printer on postscript and .....

Voila.  HPGL --> Postscript.

(Note Word Perfect will also take in Encapsulated Postscript, or HPGL and print
it out to a dot matrix printer.  Although I've used the HPGL feature, I have
not tried it with Encapsulated postscript.)
