I wasn't familiar with the "particular" speech, but I knew that McCarthy had purported to have lists of Communists in the State Department, and I recognized Eric's reference when he made it. I don't think anyone's being criticized for not recalling the words of a particular speech. Instead, the issue seems to be whether folks recall some of the particulars of an important event in history.
