This won't solve your problem, but perhaps it narrows the problem
down just a very little bit.  I use Telix version 3.12 (also Procomm
Plus) on a 386 (not a PS/2!) with MsDos 3.30.  I have my modem card
in COM3, and it works.  Some juggling of the IRQs was needed before
getting every port 1-3 behave.
