Poking around in tech notes didn't reveal the answer to this, so
perhaps The Net Knows:

I had read someplace that one of the benefits of Phase II is that end
systems (ie regular Macs) now, if they're attached to a net that has
multiple AppleTalk routers, will keep track of which is the best
router to use to get to each destination network, rather than just
sending everything to the router that it heard an RTMP from last, as
has been traditional.  The question is, if one has installed EtherTalk
using the 2.0.X drivers, and thereby got AppleTalk version 53 in one's
system folder, does one get the above benefit even if continuing to
use Phase I (by copying it from the Previous Version folder and
selecting it, that is)?

If nobody answers in a few days, I promise to break out the Sniffer
and find out for myself, which I should probably do anyway, sigh . . .
