It is my understanding that versions of AppleTalk >=53 implement the
best-router algorithm. I'm not sure whether this affects LocalTalk or
not; other networks (Ether, Token, Arc) need to be Phase 2 for
best-router to take effect.
 
The Network Tuner INIT that comes with Liaison (now available from
Farallon) implements best-router for Phase 1 nodes.
