I could use such a script. Where can one get it?
Why would you want a c program instead - speed?

Why would one want to keep /etc/hosts? We are implementing named
here and I have been contemplating this. Only reason I know of is
a) people are used to it and look there for info
b) it is commented heavily

but both reasons could be served by zone file.
