I am asking for a friend:

On page 6 of the November 12, 1990, PC Week, there is an article describing
Microsoft's Supplemental Driver Library for Windows 3.0. The article states
"the SDL can be downloaded from various on-line services". 

My question: where, exactly, can I get a copy of this on internet?
