I fixed this type of problem on a HP Laserjet by cleaning the TONER CARTRIDGE'S (yes the cartridge) discharge wire. It is hidden inside a long slot with a flap covering it that runs the breadth of the cartridge. There was a brush stored away inside the printer for just this purpose but its use was only really described in the cartridge's manual. The brush has a shelf and notch on it designed to prevent someone from inserting it too far into the cartridge and snapping the discharge wire. Neil
